In 1980, J. Willam Shafer, P.E., P.L.S., founded Shafer Engineering in Hennepin, Illinois. Shafer began the company in hopes of providing professional land surveying and civil engineering services to the greater Illinois Valley areas whilst maintaining the integrity and personality of a small business.
In 2004, J. William Shafer, partnered with Kenneth Giordano, P.L.S, to create Illinois Valley Surveying and Consultants, Inc. which acquired all files, equipment, and clients from Shafer Engineering. Upon this consolidation, several improvements were implemented including the modernization of professional capabilities in regard to equipment, drafting, and global positioning. Together Shafer and Giordano, with the addition of Gregory Ruff, P.L.S., conceived IVSC in hopes of providing the same small business work ethic, whilst maintaining the same standard of professional land surveying and civil engineering services set 24 years prior.
In 2016, Giordano and Ruff obtained ownership of the firm while Shafer relinquished his full-time duties and acquired a part-time, non ownership role in the company. Since this point, Giordano, Ruff, and their team of survey technicians and associates, have continued to provide the greater Illinois Valley areas with professional land surveying and civil engineering services as performed since the beginning.
